EMERGING PROPOSAL

HOUSING

  • The scheme seeks to provide up to 150 high-quality, energy-efficient new homes. It will include 50% affordable properties, prioritising local people on Basildon Council’s housing waiting list – helping young people and families stay in the area they know and love.

  • The emerging housing mix will include one- to five-bedroom homes, with a focus on three- and four-bedroom properties.

  • To help secure homes for local residents, up to 75 affordable homes will be delivered through a mix of Affordable Rent, Shared Ownership, Social Rent, Discount Market Sales Housing and First Homes.

PARKS AND OPEN SPACE

  • Unlocking 12 acres of open green space for new and existing residents, including new urban parks and woodland walks.

  • An inclusive equipped area of play at the heart of the development, with informal play areas scattered around the site, and provided in excess of minimum area requirements.

  • Attractive travel routes throughout the site, with integrated activity, educational boards and wayfinding features.

  • All high-quality trees will be kept and protected, along with around 85–90% of the moderate quality trees.

  • Hollybrook are working with ecologists and arborists to inform their landscape strategy and site plans to strengthen the connection between people and nature.

  • By prioritising the landscape, Hollybrook will enhance and protect existing trees, hedgerows, and habitats. The new homes will be sat within green corridors, preserving rather than replacing them.

JOBS, SKILLS AND COMMUNITY BENEFITS

  • Creating 14 full-time jobs, ensuring 25% local labour during peak construction times.

  • Supporting at least 10 new apprenticeships and NVQ students from the local area.

  • Community grant funds worth £200,000 to enhance community facilities and wellbeing, youth engagement, education workshops, and environmental programmes.

HIGHWAYS, PARKING AND ACCESS

  • Hollybrook is working closely with Essex Highways to ensure the surrounding road network can accommodate any additional traffic. Where necessary, mitigation measures will be put in place to upgrade the local road network.

  • Parking provision will be in line with Essex County Council Parking Standards, and will be a mix of on-plot, on-street, and visitor parking to support a balanced streetscape.

  • Access to the site is proposed at 41 and 65 Potash Road.

DRAINGE

  • The design of the emerging proposal is underpinned by a drainage strategy that includes permeable surfaces, swales and attenuation basins to control the flow of surface water run-off across the site. The drainage strategy is engineered to cope with a one-in-one-hundred-year storm event plus climate change.

LOCAL INFRASTRUCTURE

  • The contribution to support local services is estimated to be in the region of £1.8 million. The final amount will be negotiated with Basildon Council.
